Deuteronomy 19

Rules about safe cities

19 The Lord your God will destroy the nations who now live in the land that he is giving to you. You will chase them out and you will live in their cities and in their houses. 2-3 Make the land into three separate regions. Then choose three special cities, one city in each region. [ a ] Build good roads to each city so that people can easily travel to them. Then anyone who kills a person can run to one of these cities to be safe.

4 This is the rule when anyone has killed another person: If it was a mistake, he can run to a safe city. He can do that if he has killed someone that he did not already hate. 5 For example, two men may go to the forest to cut wood. As one man cuts wood with his axe, the metal part of the axe flies off. It hits the other man and it kills him. Then the killer can run to the nearest of the three cities. He will be safe there.

6 If there was no safe city near enough, the killer might not escape safely. The dead person's relative might chase him, catch him and kill him. [ b ] But the killer did not deserve to die. He had made a mistake. He had killed someone that he did not already hate. 7 So I command you to choose three cities to be safe cities for yourselves. [ c ]

8 The Lord your God promised your ancestors to give you more land to live in. When all that land belongs to you, 9 you must continue to obey all the commands that I am giving you today. You must continue to love the Lord your God and live in a way that pleases him. Then, when your land becomes bigger, you must choose three more cities to be safe cities. 10 You must not punish with death people who are not guilty. That would make you guilty yourselves. That must not happen in the land that the Lord your God is giving you.

11 But perhaps somebody does hate another person. He may hide himself so that he can catch his enemy. Then he may attack him and kill him. After that, he may run to one of the safe cities. 12 If he does that, the leaders of his own town must fetch him back. They must bring him to the dead person's relative. He must die as his punishment. 13 Do not be sorry for him. You must punish murderers with death. Then Israel will not be guilty of evil acts. If you do that, everything will be well for you.

More rules

14 When you go to live in the land that the Lord your God is giving to you, each family will receive their piece of land. You must never move the stones that show the edge of your neighbour's land. It has always belonged to them.

15 If only one person says that he has seen someone do something wrong, that is not enough. There must be at least two or three people who saw the sin. Then the judge may say that the person is guilty.

16 Somebody may accuse another person because he wants to hurt him. He tells lies against him. 17 Then both of them must stand in front of the judges that the Lord has chosen. Those are the priests and the judges who have authority at that time. 18 The judges must be careful to discover who is telling the truth. The person may be speaking lies against another Israelite to accuse him. 19 If he is telling lies, you must punish him in the same way that he wanted to punish the other Israelite. You must remove evil things like this from among yourselves. 20 Then everyone else will hear what has happened. They will be afraid to do any more evil things like that. 21 Do not be sorry for people who are guilty. Punish people as they deserve: a life for a life, an eye for an eye, a tooth for a tooth, a hand for a hand, a foot for a foot. [ d ]

Cities of Safety

19 “The Lord your God is giving you land that belongs to other nations. The Lord your God will destroy those nations. You will live where these people lived. You will take their cities and their houses. When that happens, 2-3 you must divide the land that the Lord your God is giving you. Divide it into three parts and choose a city in the middle of each part that can be a place of safety. You must also build good roads to these cities. Then whoever kills another person may run to the closest city of safety.

4 “This is the rule for someone who kills another person and runs to one of these three cities for safety: It must be someone who killed another person accidentally, not out of hatred. 5 Here is an example: A man goes into the forest with another person to cut wood. The man swings his ax to cut down a tree, but the head of the ax separates from the handle. The ax head hits the other person and kills him. The man who swung the ax may then run to one of these three cities and be safe. 6 But if the city is too far away, he might not be able to run there fast enough. A close relative [ a ] of the person he killed might run after him and catch him before he reaches the city. The relative might kill the man in anger, even though he did not deserve to die because he did not mean to harm anyone. 7 That is why I commanded you to choose three special cities.

8 “The Lord your God promised your fathers that he would make your land larger. He will give you all the land that he promised to give to your ancestors. 9 He will do this if you completely obey his commands that I give you today—if you love the Lord your God and always live the way he wants. Then, when he gives you more land, you should choose three more cities for safety. They should be added to the first three cities. 10 Then innocent people will not be killed in the land that the Lord your God is giving you. And you will not be guilty for any such deaths.

11 “But suppose there is a man who hates his neighbor. That man might hide and wait to kill the person he hates. If he kills that person and runs to one of these cities of safety, 12 the elders in his hometown must send someone to get him and take him away from the city of safety. These leaders must hand him over to the close relative. He is a murderer and he must die. 13 Don’t feel sorry for him. He is guilty of killing an innocent person, and you must remove that guilt from Israel. Then everything will go well for you.

Property Lines

14 “You must not move the stones that mark your neighbor’s property. People put them there in the past to mark each person’s property. These stones mark the land that the Lord your God gave you.

Witnesses

15 “If someone is accused of doing something against the law, one witness is not enough to prove that the person is guilty. There must be two or three witnesses to prove that the person really did wrong.

16 “A witness might try to hurt another person by lying and saying that this person did wrong. 17 If that happens, both of them must go to the Lord ’s special house and be judged by the priests and judges who are on duty at that time. 18 When the judges carefully ask their questions, they might find that the witness lied against the other person. If the witnesses tell lies, 19 you must punish them with the same punishment the other person would have received. In this way you will remove this evil from your group. 20 Other people will hear about this and be afraid, and people will not do evil things like that again.

21 “Don’t feel sorry about punishing someone who does wrong. If a life is taken, a life must be paid for it. The rule is an eye for an eye, a tooth for a tooth, a hand for a hand, a foot for a foot—the punishment must equal the crime.

19 When the Lord thy God hath cut off the nations, whose land the Lord thy God giveth thee, and thou succeedest them, and dwellest in their cities, and in their houses;

8 And if the Lord thy God enlarge thy coast, as he hath sworn unto thy fathers, and give thee all the land which he promised to give unto thy fathers;

9 If thou shalt keep all these commandments to do them, which I command thee this day, to love the Lord thy God, and to walk ever in his ways; then shalt thou add three cities more for thee, beside these three:

10 That innocent blood be not shed in thy land, which the Lord thy God giveth thee for an inheritance, and so blood be upon thee.

11 But if any man hate his neighbour, and lie in wait for him, and rise up against him, and smite him mortally that he die, and fleeth into one of these cities:

12 Then the elders of his city shall send and fetch him thence, and deliver him into the hand of the avenger of blood, that he may die.

13 Thine eye shall not pity him, but thou shalt put away the guilt of innocent blood from Israel, that it may go well with thee.

14 Thou shalt not remove thy neighbour's landmark, which they of old time have set in thine inheritance, which thou shalt inherit in the land that the Lord thy God giveth thee to possess it.

15 One witness shall not rise up against a man for any iniquity, or for any sin, in any sin that he sinneth: at the mouth of two witnesses, or at the mouth of three witnesses, shall the matter be established.

16 If a false witness rise up against any man to testify against him that which is wrong;

17 Then both the men, between whom the controversy is, shall stand before the Lord , before the priests and the judges, which shall be in those days;

18 And the judges shall make diligent inquisition: and, behold, if the witness be a false witness, and hath testified falsely against his brother;

19 Then shall ye do unto him, as he had thought to have done unto his brother: so shalt thou put the evil away from among you.

20 And those which remain shall hear, and fear, and shall henceforth commit no more any such evil among you.

21 And thine eye shall not pity; but life shall go for life, eye for eye, tooth for tooth, hand for hand, foot for foot.

Cities of Refuge

19 ( A ) When the Lord your God cuts off the nations whose land the Lord your God is giving you, and you dispossess them and settle in their cities and in their houses, 2 ( B ) you shall set aside for yourself three cities in the midst of your land which the Lord your God is giving you to [ a ] possess. 3 You shall prepare the [ b ] roads for yourself, and divide into three regions the territory of your land which the Lord your God will give you as an inheritance, [ c ] so that anyone who commits manslaughter may flee there.

4 ( C ) Now this is the case of the one who commits manslaughter, who may flee there and live: when he [ d ] kills his friend [ e ] unintentionally, [ f ] not hating him previously— 5 as when a person goes into the forest with his friend to cut wood, and his hand [ g ] swings the axe to cut down the tree, and the iron head slips off the [ h ] handle and [ i ] strikes his friend so that he dies—he may flee to one of these cities and live. 6 Otherwise, the avenger of blood might pursue [ j ] him [ k ] in the heat of his anger, and overtake him because the way is long, and [ l ] take his life, though he was not sentenced to death since he had not hated him previously. 7 Therefore I command you, saying, ‘You shall set aside for yourself three cities.’

8 “And if the Lord your God ( D ) enlarges your territory, just as He has sworn to your fathers, and gives you all the land that He [ m ] promised to give your fathers— 9 if you [ n ] carefully follow all of this commandment which I am commanding you today, ( E ) to love the Lord your God, and to walk in His ways always— ( F ) then you shall add three more cities for yourself, besides these three. 10 So innocent blood will not be shed in the midst of your land which the Lord your God is giving you as an inheritance, and ( G ) guilt for bloodshed will not be on you.

11 “But ( H ) if there is a person who hates his neighbor, and waits in ambush for him and rises up against him and strikes [ o ] him so that he dies, and he flees to one of these cities, 12 then the elders of his city shall send men and take him from there, and hand him over to the avenger of blood, so that he may die. 13 [ p ] ( I ) You shall not pity him, but ( J ) you shall eliminate the guilt for the bloodshed of the innocent from Israel, so that it may go well for you.

Laws of Landmark and Testimony

14 ( K ) You shall not displace your neighbor’s boundary marker, which the ancestors have set, in your inheritance which you will inherit in the land that the Lord your God is giving you to [ q ] possess.

15 ( L ) A single witness shall not rise up against a person regarding any wrongdoing or any sin [ r ] that he commits; on the [ s ] testimony of two or three witnesses a matter shall be confirmed. 16 ( M ) If a malicious witness rises up against a person to testify against him of wrongdoing, 17 then both people who have the dispute shall stand ( N ) before the Lord , before the priests and the judges who will be in office in those days. 18 And the judges ( O ) shall investigate thoroughly, and if the witness is a false witness and he has testified against his brother falsely, 19 then ( P ) you shall do to him just as he had planned to do to his brother. So you shall eliminate the evil from among you. 20 And ( Q ) the rest of the people will hear and be afraid, and will never again do such an evil thing among you. 21 So [ t ] ( R ) you shall not show pity: ( S ) life for life, ( T ) eye for eye, tooth for tooth, hand for hand, and foot for foot.

Cities of Refuge ( A )

19 When the Lord your God has destroyed the nations whose land he is giving you, and when you have driven them out and settled in their towns and houses, ( B ) 2 then set aside for yourselves three cities in the land the Lord your God is giving you to possess. 3 Determine the distances involved and divide into three parts the land the Lord your God is giving you as an inheritance, so that a person who kills someone may flee for refuge to one of these cities.

4 This is the rule concerning anyone who kills a person and flees there for safety—anyone who kills a neighbor unintentionally, without malice aforethought. 5 For instance, a man may go into the forest with his neighbor to cut wood, and as he swings his ax to fell a tree, the head may fly off and hit his neighbor and kill him. That man may flee to one of these cities and save his life. 6 Otherwise, the avenger of blood ( C ) might pursue him in a rage, overtake him if the distance is too great, and kill him even though he is not deserving of death, since he did it to his neighbor without malice aforethought. 7 This is why I command you to set aside for yourselves three cities.

8 If the Lord your God enlarges your territory, ( D ) as he promised ( E ) on oath to your ancestors, and gives you the whole land he promised them, 9 because you carefully follow all these laws I command you today—to love the Lord your God and to walk always in obedience to him ( F ) —then you are to set aside three more cities. 10 Do this so that innocent blood ( G ) will not be shed in your land, which the Lord your God is giving you as your inheritance, and so that you will not be guilty of bloodshed. ( H )

11 But if out of hate someone lies in wait, assaults and kills a neighbor, ( I ) and then flees to one of these cities, 12 the killer shall be sent for by the town elders, be brought back from the city, and be handed over to the avenger of blood to die. 13 Show no pity. ( J ) You must purge from Israel the guilt of shedding innocent blood, ( K ) so that it may go well with you.

14 Do not move your neighbor’s boundary stone set up by your predecessors in the inheritance you receive in the land the Lord your God is giving you to possess. ( L )

Witnesses

15 One witness is not enough to convict anyone accused of any crime or offense they may have committed. A matter must be established by the testimony of two or three witnesses. ( M )

16 If a malicious witness ( N ) takes the stand to accuse someone of a crime, 17 the two people involved in the dispute must stand in the presence of the Lord before the priests and the judges ( O ) who are in office at the time. 18 The judges must make a thorough investigation, ( P ) and if the witness proves to be a liar, giving false testimony against a fellow Israelite, 19 then do to the false witness as that witness intended to do to the other party. ( Q ) You must purge the evil from among you. 20 The rest of the people will hear of this and be afraid, ( R ) and never again will such an evil thing be done among you. 21 Show no pity: ( S ) life for life, eye for eye, tooth for tooth, hand for hand, foot for foot. ( T )
