Towns for the Levites

35 The Lord spoke to Moses in Moab, beside the Jordan River. Jericho was on the other side of the river. 2 The Lord said, ‘Tell the people this. They must give some of their land to the Levites. Then the Levites can build towns to live in. They will also have the land round the towns for their animals.

3 The Levites must have towns to live in and land for their cows and all their animals. 4 The fields that you give to them for their animals must reach 500 metres from the walls of each town. 5 You must also measure 1,000 metres outside the town on each side, the east side, the south side, the west side and the north side. So the town will be in the centre. Those fields of grass will belong to them for each of their towns.

The safe cities

6 Six of the Levites' towns must be safe places. If anyone kills another person, he can run there to be safe. The Levites must also have another 42 towns. 7 In that way, the Levites will have 48 towns and land for their animals. 8 Each of the Israelite tribes must give to the Levites towns from their own land. The larger tribes will give more towns. The smaller tribes will give fewer towns. That is because the larger tribes have received more land than the smaller tribes.’

9 The Lord said to Moses, 10 ‘Tell the Israelites to do this when they cross the Jordan River and they go into Canaan. 11 They must choose some towns to be safe places. If anyone kills another person but he did not mean to, he can run there to be safe. 12 Those towns will be places where the killer can be safe from the dead person's relative. [ a ] The killer will not die before the people in the town have judged him. 13 You must choose six towns to be safe places. 14 Three towns must be in Canaan and three towns must be on the other side of the Jordan River. 15 Those six towns will be safe places for Israelites and for foreign people who live among them. Anyone who has killed another person may run to one of these towns and be safe there. But they will only be safe if they did not mean to kill the other person.

16 Murderers are different. You must kill a murderer. Maybe someone hits another person with a heavy iron tool. If the person dies, the murderer must also die. 17 Someone might hit another person with a big stone. If the person dies, the man is a murderer. He must die. 18 A man might hit a person with a dangerous weapon made from wood. If the person dies, the man is a murderer. He must die. 19 The dead person's relative himself must kill the murderer when he meets him.

20 These are other examples of murder: A man might push another person hard because he hates him. A man might throw something at another person to hurt him. 21 Or a man might hit someone with his hand because he hates him. If the person dies as a result, you must kill the murderer. The dead person's relative must kill the murderer when he meets him.

22 But when a man kills another person, it might be a mistake. For example, he might push someone very hard, or he might throw something at another person. If he did not hate the other person, then it might be a mistake. 23 Or he might drop a heavy stone on someone when he had not seen them. If he did not hate the other person, perhaps he did not mean to hurt him. 24 If that happens, the people must judge who is right. They must choose between the killer and the dead person's relative. They must use those rules to decide if the man is a murderer. 25 If the man is a killer but not a murderer, the people must keep him safe from the dead person's relative. They must send him back to the safe city that he ran to. He will live there safely until the death of the leader of God's priests.

26 But one day, the killer might go outside the border of the safe city that he ran to. 27 If he does that, the dead person's relative might find him outside the safe city. Then, if the dead person's relative kills him, the relative will not be guilty of murder. 28 That is because the killer should have stayed in his safe city until the death of the leader of the priests. But after the leader of the priests dies, the killer may return to his own home.

29 Wherever you and your descendants live, these are the rules that you must obey for all future time.

30 Before you kill a murderer, people must agree that they saw him kill someone. But if only one person saw what happened, that is not enough for you to kill him.

31 You must not accept money to pay for the life of a murderer. If he is guilty of murder, you must kill him.

32 Also, you must not accept money from a killer who has run to a safe city. You must not let him return to his own home until the leader of the priests has died.

33 Murder causes the land where you live to become unclean. You have to make it clean again. You must kill anyone who murders another person. That is the only way to make the land clean again. 34 You must not make the land where you live become unclean. It is the land where I also live. That is because I, the Lord , live among the Israelites.’

The Levites’ Towns

35 The Lord spoke to Moses. This was in the Jordan Valley in Moab, near the Jordan River, across from Jericho. He said, 2 “Tell the Israelites that they should give some of the cities in their part of the land to the Levites. The Israelites should give these cities and the pastures around them to the Levites. 3 The Levites will be able to live in them. And all the cattle and other animals that belong to the Levites will be able to eat from the pastures around these cities. 4 How much of your land should you give to the Levites? From the walls of the cities, go out 1500 feet [ a ] —all of that land will belong to the Levites. 5 Measure off an area around the city for the Levites. Start at the northeast corner and measure 3000 feet [ b ] to the south. Then from this corner, measure 3000 feet to the west. From there measure 3000 feet to the north and from that corner, 3000 feet to the east. The city will be in the center of this area. 6 Six of those cities will be cities of safety. If a person accidentally kills someone, that person can run to those towns for safety. In addition to those six cities, you will also give 42 more cities to the Levites. 7 So you will give a total of 48 cities to the Levites. You will also give them the land around those cities. 8 The large tribes of Israel will get large pieces of land. The small tribes of Israel will get small pieces of land. So the large tribes will give more cities and the small tribes will give fewer cities to the Levites.”

9 Then the Lord said to Moses, 10 “Tell the people this: You will cross the Jordan River and go into the land of Canaan. 11 You must choose towns to be cities of safety. If someone accidentally kills another person, that person can run to one of those towns for safety. 12 That person will be safe from anyone from the dead man’s family who wants to punish the killer until that person is judged in court. 13 There will be six cities of safety. 14 Three of them will be east of the Jordan River and three of them will be in the land of Canaan, west of the Jordan River. 15 These cities will be places of safety for citizens of Israel and for foreigners and travelers. Any of these people will be able to run to one of these cities if they accidentally kill someone.

16 “If you use an iron weapon [ c ] to kill someone, you are a murderer, and you must die. 17 If you use a rock large enough to kill someone and you kill another person, you are a murderer, and you must die. 18 If you use a piece of wood large enough to kill someone and you kill another person, you are a murderer, and you must die. 19 A member of the dead person’s family [ d ] can chase you and kill you.

20-21 “You might hit someone with your hand or push someone or throw something at them and kill them. If you did that from hate, you are a murderer, and you must be killed. A member of the dead person’s family can chase you and kill you.

22 “You might accidentally kill someone, maybe by pushing or by accidentally hitting them with a tool or weapon. 23 Perhaps you threw a rock that was large enough to kill, but it hit someone you didn’t see and killed them. You didn’t plan to kill anyone. You didn’t hate the person you killed—it was only an accident. 24 If that happens, the community must decide what to do. The court must decide if a member of the dead person’s family can kill you. 25 If the community decides to protect you from the dead person’s family, the community must take you back to your city of safety. You must stay there until the official high priest [ e ] dies.

26-27 “You must never go outside the limits of your city of safety. If you do and if a member of the dead person’s family catches you and kills you, that family member will not be guilty of murder. 28 Whoever accidentally killed someone must stay in their city of safety until the high priest dies. After the high priest dies, that person can go back to their own land. 29 These rules will be the law forever in all the towns of your people.

30 “A killer should be put to death as a murderer only if there are witnesses. No one can be put to death if there is only one witness.

31 “A murderer must be put to death. Don’t take money to change the punishment. That murderer must be killed.

32 “If a person killed someone and then ran to one of the cities of safety, don’t take money to let that person go home. That person must stay in that city until the high priest dies.

33 “Don’t let your land be polluted with innocent blood. If a person murders someone, the only payment for that crime is that the murderer must be killed! There is no other payment that will free the land from that crime. 34 I am the Lord . I will be living in your country with the Israelites, so don’t make it unclean with the blood of innocent people.”

35 And the Lord spake unto Moses in the plains of Moab by Jordan near Jericho, saying,

2 Command the children of Israel, that they give unto the Levites of the inheritance of their possession cities to dwell in; and ye shall give also unto the Levites suburbs for the cities round about them.

3 And the cities shall they have to dwell in; and the suburbs of them shall be for their cattle, and for their goods, and for all their beasts.

4 And the suburbs of the cities, which ye shall give unto the Levites, shall reach from the wall of the city and outward a thousand cubits round about.

5 And ye shall measure from without the city on the east side two thousand cubits, and on the south side two thousand cubits, and on the west side two thousand cubits, and on the north side two thousand cubits; and the city shall be in the midst: this shall be to them the suburbs of the cities.

6 And among the cities which ye shall give unto the Levites there shall be six cities for refuge, which ye shall appoint for the manslayer, that he may flee thither: and to them ye shall add forty and two cities.

7 So all the cities which ye shall give to the Levites shall be forty and eight cities: them shall ye give with their suburbs.

8 And the cities which ye shall give shall be of the possession of the children of Israel: from them that have many ye shall give many; but from them that have few ye shall give few: every one shall give of his cities unto the Levites according to his inheritance which he inheriteth.

9 And the Lord spake unto Moses, saying,

10 Speak unto the children of Israel, and say unto them, When ye be come over Jordan into the land of Canaan;

11 Then ye shall appoint you cities to be cities of refuge for you; that the slayer may flee thither, which killeth any person at unawares.

12 And they shall be unto you cities for refuge from the avenger; that the manslayer die not, until he stand before the congregation in judgment.

13 And of these cities which ye shall give six cities shall ye have for refuge.

14 Ye shall give three cities on this side Jordan, and three cities shall ye give in the land of Canaan, which shall be cities of refuge.

15 These six cities shall be a refuge, both for the children of Israel, and for the stranger, and for the sojourner among them: that every one that killeth any person unawares may flee thither.

16 And if he smite him with an instrument of iron, so that he die, he is a murderer: the murderer shall surely be put to death.

17 And if he smite him with throwing a stone, wherewith he may die, and he die, he is a murderer: the murderer shall surely be put to death.

18 Or if he smite him with an hand weapon of wood, wherewith he may die, and he die, he is a murderer: the murderer shall surely be put to death.

19 The revenger of blood himself shall slay the murderer: when he meeteth him, he shall slay him.

20 But if he thrust him of hatred, or hurl at him by laying of wait, that he die;

21 Or in enmity smite him with his hand, that he die: he that smote him shall surely be put to death; for he is a murderer: the revenger of blood shall slay the murderer, when he meeteth him.

22 But if he thrust him suddenly without enmity, or have cast upon him any thing without laying of wait,

23 Or with any stone, wherewith a man may die, seeing him not, and cast it upon him, that he die, and was not his enemy, neither sought his harm:

24 Then the congregation shall judge between the slayer and the revenger of blood according to these judgments:

25 And the congregation shall deliver the slayer out of the hand of the revenger of blood, and the congregation shall restore him to the city of his refuge, whither he was fled: and he shall abide in it unto the death of the high priest, which was anointed with the holy oil.

26 But if the slayer shall at any time come without the border of the city of his refuge, whither he was fled;

27 And the revenger of blood find him without the borders of the city of his refuge, and the revenger of blood kill the slayer; he shall not be guilty of blood:

28 Because he should have remained in the city of his refuge until the death of the high priest: but after the death of the high priest the slayer shall return into the land of his possession.

29 So these things shall be for a statute of judgment unto you throughout your generations in all your dwellings.

30 Whoso killeth any person, the murderer shall be put to death by the mouth of witnesses: but one witness shall not testify against any person to cause him to die.

31 Moreover ye shall take no satisfaction for the life of a murderer, which is guilty of death: but he shall be surely put to death.

32 And ye shall take no satisfaction for him that is fled to the city of his refuge, that he should come again to dwell in the land, until the death of the priest.

33 So ye shall not pollute the land wherein ye are: for blood it defileth the land: and the land cannot be cleansed of the blood that is shed therein, but by the blood of him that shed it.

34 Defile not therefore the land which ye shall inhabit, wherein I dwell: for I the Lord dwell among the children of Israel.

Cities for the Levites

35 ( A ) Now the Lord spoke to Moses in the plains of Moab, by the Jordan opposite Jericho, saying, 2 “Command the sons of Israel that they give to the Levites from the inheritance of their possession cities to live in; and you shall give to the Levites pasture lands around the cities. 3 The cities shall be theirs to live in; and their pasture lands shall be for their cattle and for their equipment and for all their other animals.

4 “The pasture lands of the cities which you are to give to the Levites shall extend from the wall of the city [ a ] outward a thousand cubits around. 5 You shall also measure outside the city on the east side two thousand cubits, on the south side two thousand cubits, on the west side two thousand cubits, and on the north side two thousand cubits, with the city in the center. This shall become theirs as pasture lands for the cities.

Cities of Refuge

6 The cities which you shall give to the Levites shall be the ( B ) six cities of refuge, which you shall provide for the one who commits manslaughter to flee to; and in addition to them you shall give forty-two cities. 7 The total number of the cities which you are to give to the Levites shall be ( C ) forty-eight cities, [ b ] together with their pasture lands. 8 ( D ) As for the cities which you shall give them from the possession of the sons of Israel, you shall take more from the larger, and you shall take fewer from the smaller; each shall give some of his cities to the Levites in proportion to his inheritance which he possesses.”

9 Then the Lord spoke to Moses, saying, 10 ( E ) Speak to the sons of Israel and say to them, ‘When you cross the Jordan into the land of Canaan, 11 ( F ) then you shall select for yourselves cities to be your ( G ) cities of refuge, so that the one who commits manslaughter by [ c ] killing a person ( H ) unintentionally may flee there. 12 ( I ) The cities shall [ d ] serve you as a refuge from the avenger, so that the one who commits manslaughter does not die until he stands before the congregation for [ e ] trial. 13 So the cities which you are to provide shall be six cities of refuge for you. 14 You ( J ) shall provide three cities across the Jordan, and three cities [ f ] in the land of Canaan; they are to be cities of refuge. 15 These six cities shall be a refuge for the sons of Israel, for the stranger, and for the foreign resident among them; so that anyone who [ g ] kills a person ( K ) unintentionally may flee there.

16 ( L ) But if he struck him with an iron object, so that he died, he is a murderer; the murderer must be put to death. 17 And if he struck him with a stone in the hand, by which he would die, and as a result he did die, he is a murderer; the murderer ( M ) must be put to death. 18 Or if he struck him with a wooden object in the hand, by which he would die, and as a result he did die, he is a murderer; the murderer must be put to death. 19 The blood avenger himself shall put the murderer to death; he himself shall put him to death when he meets him. 20 Now ( N ) if he pushed him in hatred, or he threw something at him [ h ] ( O ) with malicious intent, and as a result he died, 21 or if he struck him with his hand with hostility, and as a result he died, the one who struck him must be put to death; he is a murderer. The blood avenger shall put the murderer to death when he meets him.

22 ( P ) But if he pushed him suddenly, without hostility, or threw any object at him without [ i ] malicious intent, 23 or had any [ j ] deadly stone, and without looking he dropped it on him so that he died, while he was not his enemy nor was he seeking [ k ] to harm him, 24 then ( Q ) the congregation shall judge between the one who fatally struck the victim and the blood avenger in accordance with these ordinances. 25 And the congregation shall save the one who committed manslaughter from the hand of the blood avenger, and the congregation shall return him to his city of refuge to which he fled; and he shall live in it until the death of the high priest who was anointed with the holy oil. 26 But if at any time [ l ] he goes beyond the border of his city of refuge to which he flees, 27 and the blood avenger finds him outside the border of his city of refuge, and the blood avenger kills [ m ] him, he [ n ] will not be guilty of bloodshed, 28 because he should have remained in his city of refuge until the death of the high priest. But after the death of the high priest the one who committed manslaughter may return to the land of his property.

29 ‘These things shall be a ( R ) statutory ordinance for you throughout your generations in all your dwelling places.

30 ( S ) If anyone kills a person, the murderer shall be put to death on the [ o ] testimony of witnesses, but ( T ) no person shall be put to death on the testimony of only one witness. 31 Moreover, you shall not accept a ransom for the life of a murderer who is [ p ] condemned to death, but he must be put to death. 32 And you shall not accept a ransom for one who has fled to his city of refuge, so that he may return to live in the land [ q ] before the death of the priest. 33 ( U ) So you shall not defile the land in which you live ; for blood defiles the land, and no atonement can be made for the land for the blood that is shed on it, except ( V ) by the blood of the one who shed it. 34 So you shall not ( W ) defile the land in which you live, in the midst of which ( X ) I dwell; for I the Lord am dwelling in the midst of the sons of Israel.’”

Towns for the Levites

35 On the plains of Moab by the Jordan across from Jericho, ( A ) the Lord said to Moses, 2 “Command the Israelites to give the Levites towns to live in ( B ) from the inheritance the Israelites will possess. And give them pasturelands ( C ) around the towns. 3 Then they will have towns to live in and pasturelands for the cattle they own and all their other animals. ( D )

4 “The pasturelands around the towns that you give the Levites will extend a thousand cubits [ a ] from the town wall. 5 Outside the town, measure two thousand cubits [ b ] ( E ) on the east side, two thousand on the south side, two thousand on the west and two thousand on the north, with the town in the center. They will have this area as pastureland for the towns. ( F )

Cities of Refuge ( G )

6 “Six of the towns you give the Levites will be cities of refuge, to which a person who has killed someone may flee. ( H ) In addition, give them forty-two other towns. 7 In all you must give the Levites forty-eight towns, together with their pasturelands. 8 The towns you give the Levites from the land the Israelites possess are to be given in proportion to the inheritance of each tribe: Take many towns from a tribe that has many, but few from one that has few.” ( I )

9 Then the Lord said to Moses: 10 “Speak to the Israelites and say to them: ‘When you cross the Jordan into Canaan, ( J ) 11 select some towns to be your cities of refuge, to which a person who has killed someone ( K ) accidentally ( L ) may flee. 12 They will be places of refuge from the avenger, ( M ) so that anyone accused of murder ( N ) may not die before they stand trial before the assembly. ( O ) 13 These six towns you give will be your cities of refuge. ( P ) 14 Give three on this side of the Jordan and three in Canaan as cities of refuge. 15 These six towns will be a place of refuge for Israelites and for foreigners residing among them, so that anyone who has killed another accidentally can flee there.

16 “‘If anyone strikes someone a fatal blow with an iron object, that person is a murderer; the murderer is to be put to death. ( Q ) 17 Or if anyone is holding a stone and strikes someone a fatal blow with it, that person is a murderer; the murderer is to be put to death. 18 Or if anyone is holding a wooden object and strikes someone a fatal blow with it, that person is a murderer; the murderer is to be put to death. 19 The avenger of blood ( R ) shall put the murderer to death; when the avenger comes upon the murderer, the avenger shall put the murderer to death. ( S ) 20 If anyone with malice aforethought shoves another or throws something at them intentionally ( T ) so that they die 21 or if out of enmity one person hits another with their fist so that the other dies, that person is to be put to death; ( U ) that person is a murderer. The avenger of blood ( V ) shall put the murderer to death when they meet.

22 “‘But if without enmity someone suddenly pushes another or throws something at them unintentionally ( W ) 23 or, without seeing them, drops on them a stone heavy enough to kill them, and they die, then since that other person was not an enemy and no harm was intended, 24 the assembly ( X ) must judge between the accused and the avenger of blood according to these regulations. 25 The assembly must protect the one accused of murder from the avenger of blood and send the accused back to the city of refuge to which they fled. The accused must stay there until the death of the high priest, ( Y ) who was anointed ( Z ) with the holy oil. ( AA )

26 “‘But if the accused ever goes outside the limits of the city of refuge to which they fled 27 and the avenger of blood finds them outside the city, the avenger of blood may kill the accused without being guilty of murder. 28 The accused must stay in the city of refuge until the death of the high priest; only after the death of the high priest may they return to their own property.

29 “‘This is to have the force of law ( AB ) for you throughout the generations to come, ( AC ) wherever you live. ( AD )

30 “‘Anyone who kills a person is to be put to death as a murderer only on the testimony of witnesses. But no one is to be put to death on the testimony of only one witness. ( AE )

31 “‘Do not accept a ransom ( AF ) for the life of a murderer, who deserves to die. They are to be put to death.

32 “‘Do not accept a ransom for anyone who has fled to a city of refuge and so allow them to go back and live on their own land before the death of the high priest.

33 “‘Do not pollute the land where you are. Bloodshed pollutes the land, ( AG ) and atonement cannot be made for the land on which blood has been shed, except by the blood of the one who shed it. 34 Do not defile the land ( AH ) where you live and where I dwell, ( AI ) for I, the Lord , dwell among the Israelites.’”
